is one of plans deserving of a roll of a dice, or will congress eventually cash out again? white house correspondent wendell goler reports from sin city. >> a speech intended to pressure congress to take up immigration reform was partly rewritten to applaud bipartisan proposal announced by eight senators the day before. >> the good news is that for the first time in many years, republicans and democrats seem ready to tack thi tackle this pm together. >> president stopped short of endorsing the senate plan because aides say the legislation hasn't been written. they say the principle mirror his own. but the critics aren't so sure. the biggest difference is that mr. obama's plan would give a faster path to citizenship for the 11 million people already in the country illegally. >> yes, they broke the rules and they crossed the border illegally. maybe they overstayed the visas. those are the facts.

nobody disputes them. the 11 million men and women are now here. many of them have beenbe here for years. >> but the president's path to citizenship is too fast for florida senator marco rubio. >> the last time the country dealt with illegal immigration what it did is legalize 3 million people but did nothing about enforcement. the result is we have 11 million people at the peak, 19 million people that are undocumented. we can't repeat the mistake now. >> the senate plan calls for the boarder to be further strengthened before the illegal imgrants are allowed to begin process of paying fine and coming out of the shadows. just like under the president's plan they would under go the background checks and build back of the admission line. but the white house officials say preconditions can't be part of a fake process to put off citizenship indefinitely. illegal immigrants promised reform, hope this time it will happen. >> it will mainly be a significant change to our family.

because we have children born here. we have had it rough. we don't let others know about the problems because we're in fear of the consequences. this change could be significant for all of us. >> another difference with the the senate plan is that mr. obama's proposal would extent family immigration rights. >> same-sex partners from other countries should not be faced with the painful choice between staying with the person they love and staying in a country they love. >> as long as the senate plan stays close to the president's principles, he is happy to led congress take the lead. they don't think they can sell a plan to the latino community that mr. obama doesn't report. some republicans are concerned if he is tied too closely to the plan they can't sell it to other republicans. >> bret: wendell goler live in las vegas. thank you. much more on this with the panel. senator john kerry has been

krauthammer. rubio went on rush limbaugh and the president made his pitch. all sides are coming to one important. what about the president's pitch out and in nevada? did it help or hurt? >> i thought -- it's not clear the president wants to bill to pass in the first place. you can see a president gets everything he wants, massive win and that is good for him politically. you see where the republicans are blamed for bigots and he wins, too. the issue they are fighting is enforcement, that doesn't exist. ice and border patrol saying we can't enforce anything. dream act got to the point where if someone picked up off the street, illegal alien asked by a border patrol agent, are you here illegally, as long as he claims to have a g.e.d., no documentation, claim itself, with a g.e.d.

they are required to let him. go this is a fundamental ideological issue. does the united states have the right to enforce the border osdoesn't it? if the republicans keep it to that, they have leverage. >> bret: a.b.? >> tucker right, we don't for sure is president obama wants a bill which ultimately will be a compromisement but he is not running for re-election and the fact that congressional democrats who have been active on this issue for years, members of the congressial hispanic congress asked him not to come out in an aggressive way and try to best the senate bipartisan group with his own bill. that's why he said today if they don't do it i will have one but he talked about his principles. that is a sipe he wants a legacy and he wants a bill. now, republicans at the same time because there is such a lack of trust are trying to win the hearts and minds of their own conservative base, by saying this isn't amnesty. we are not going to give the

president a win and we don't trust him either. but they want a bill as well. i'll assume both sides want a bill because they need a bill. we can be cynical about it later. but it is in president obama's interest for a legacy and the republican party interest for winning a coalition that gives them the white house again. to compromise a produce a bill. >> bret: charles? >> look, i think that is right. the president's logic today when he went soft in the speech, he didn't challenge the senate bill saying i will insist on this softer enforcement thing. the logic is if things aren't going your way, don't get in way. he was asked by congress not to polarize the issue. he could demonize the other side.

on the other hand, there are people who believe for reasons are religious, catholic church for example, they have qualms to put it mildly about homosexuality. you know, and the catholic church had a billion adherence. for all the human flaws institution has unparalleled good this the world a continues good work. i ought not be denigrated. when obama speaks about all this, i believe he is passionate about it. but let's remember for the first three-and-a-half years of the presidency he was against gay marriage. is it odd if you call people who oppose it bigoted you have to say that obama in the first three-and-a-half years of his presidency was bigoted. which i think is absurd. i would like to see the two sides agree on respecting each other's sincerity and depths of belief. if the boy scouts does this on its own that is the way civil

they can survive as an exclusive organization anymore. they have lost members in protest. they are not getting enough new members. they are losing financial support. they believe that this is something that they have to do for their survival. surely the question of how you integrate the boy scouts, that is an extremely complicated matter. two of the largest contributors are the mormon and the catholic church. you have manpower and financial money coming from places that don't support homosexuality there. >> they are doing this for a reason. their members say it's because they are losing their ability to carry on. big doe fors asked them to do this. >> bret: tucker? >> are the boy scouts are in trouble because there are gay scout masters? maybe americans aren't in uniforms the way they used to be. this is fascinating the amount of attention paid to this and other issues like this.
